Disaster and Crisis Management in İzmit in The 1894 İstanbul Earthquake
One of the highest places at risk of earthquakes in Turkey is Izmit and its environs. From the ancient times to the present, very serious earthquakes have occurred in the region and great damage has occurred. The social and economic structure of the region has been adversely affected. In the earthquake that occurred on 10 July 1894, serious damage occurred in the historical buildings such as mosques and schools in the city center of İzmit, but no loss of life was experienced. Such situations which occur unexpectedly and disrupt routine functioning are described as crises. Crisis managers have taken the necessary measures to solve the chaotic problem caused by the earthquake. In this study, socio-economic impact of this earthquake on Izmit will be examined in the context of disaster and crisis management. In the light of the archive documents, the damage situation in Izmit will be discussed and the strategies of Izmit managers to manage the crisis will be determined. According to disaster and crisis management strategies, overcoming the crisis with minimal damage is directly related to the management capacity of the managers. In this process, quick and healthy decisions must be taken to get out of the crisis. In order to manage the crisis in the earthquake, the military and civilian bureaucracy acted in the capital city of Istanbul. The governor of Izmit and the commander of Izmit have made great efforts to solve the crisis. First, a crisis center was established in Izmit and a damage assessment study was conducted. Damaged historical buildings have been determined in detail. Then the renovation and repair process was started. On the other hand, a certain amount of monetary aid has been provided to the earthquake victims.
